Powder coating is a free-flowing, dry powder. The difference between a liquid coating (paint finish) and powder is that powder coating does not require a solvent to keep the binder and filler part in a liquid suspension form. The powder coating is typically applied electro-statically and is then cured under heat to allow it to flow and form a more durable finish.
